US-based Bicolano accountant’s simple explanation says Senator Gordon guilty of malversation of funds by giving his PDAF to Red Cross?

On Senator Gordon’s statement that he sees no wrong with giving his PDAF to PRC (Philippine Red Cross), US-based Bicolano accountant Edwin Jamora said the former is wrong on this one.

But before he revealed what sin Senator Gordon is liable, graft or malversation, Jamora offered a very simple explanation of the meaning of its legal term.

Graft or malversation.

Let’s start with graft. It is called graft because when you “graft” you’re trying to create a new “plant” out of the main “plant.” That’s as easy as it gets.

Malversation came from two words. Malo or mal is called bad. The verse means writings arranged with a metrical rhythm. Or a plan. It’s called malversation because now you’re creating a new verse from the original verse.

So… when you’re given a PDAF as a Congressional allocation, that allocation has an “original verse.” If that “original verse” did not say that it should be given to PRC, then you’ve just re-written the original verse or that you engaged in “malversation of funds.”

Jamora ended the FB post with a twinkle in his eyes to say how a fish like Gordon is caught by its mouth.
